Thirty members of public were present. A representative from Hotchkin Gardens gave a short address as to why the residents were opposing the appeal from Glenholme Healthcare. The representative asked that the Parish Council request ELDC to ask for a hearing and also that the Parish Council also do the same. Further could the Parish Council submit a written response to the Planning Inspectorate by the deadline the 12th of August and not wait until a decision as been made regarding a hearing.
Cllr Craig Leyland responded that ELDC had already requested a hearing and he would send a copy of the submission to the Clerk.
The Parish Council responded with an affirmative to a written submission.
A question was asked by a parishioner about the criteria needed to be a town-response that a secondary school was needed.
Cllr Leyland informed the meeting that the Government was making it easier for development in the revised National Planning Policy Framework and ELDC’ s target for development had increased by 150%.

FC/12/07/26 To consider and respond to Planning Applications:

00983/26/RVC Section 73 to vary condition no.4 (specified use) previously approved under planning permission ref.no. S/215/01891/20 for the siting of a shepherd’s hut to be used as a flower shop (works completed).
Location: Matthew Temple House, The Broadway, Woodhall Spa, Lincolnshire, LN10 6ST
Subject to the permission being restricted to the specified estate-agency or another precisely defined low-intensity professional-service use; retention of the existing controls over the hut’s siting and light-grey appearance; an appropriately updated cessation/removal condition; and control of signage and other external alterations. These safeguards are necessary to secure compliance with NPPF heritage policy and ELDC Local Plan Policies SP10 and SP11 and to preserve the character and appearance of the Woodhall Spa Conservation Area. If permission is instead sought for the unrestricted range of Class E uses, the Parish Council recommends OBJECTION because the effects of those wider uses have not been assessed.
It was proposed, seconded and resolved to approve this application with the constraints outlined. One Councillor objected.

03542/25/OUT Outline protection of 1no.dwelling-ammendment position of dwelling moved to the east.
Location: 33 Stixwould Road, Woodhall Spa, Lincolnshire,LN10 6QH
The Parish Council recommends refusal unless, before determination, robust technical evidence satisfactorily resolves cricket-ball and agent-of-change effects, pedestrian safety, drainage and Conservation Area setting. These matters affect the acceptability of residential development in principle and should not be deferred wholly to reserved matters or conditions.
It was proposed, seconded and resolved to object to this application.

01004/26/FUL Siting of a telephone box in front garden (works already completed).
Location: Drey Lodge, 14 Tarleton Avenue, Woodhall Spa, Lincolnshire, LN10 6SE
It was proposed, seconded and resolved to support this application with condition that hedge is retained for screening.

00869/26/FUL Came Court Management Company Erection of a boundary fence
Location: Came Court, Woodhall Spa, Lincolnshire, LN10 6DA
It was proposed, seconded and resolved to support this application with conditions. The low timber picket fence would replace a failed hedge, match the established fence on the opposite side of the Came Court entrance and preserve the open character and appearance of the Woodhall Spa Conservation Area

01028/26/RES LME Building Contractors Ltd Reserved matters application relating to the erection of 1no. dwelling (outline planning permission ref.no.0387/25/out for the erection of 1no.dwellings).
Location: Jonel, 80 Witham Road, Woodhall Spa, Lincolnshire, LN10 6RD
On the basis of the reserved matters, the Parish Council requests deferral of application 01028/26/RES in its present form.

Planning appeal
03301/25/FUL Planning appeal by Glenholme Healthcare -erection of a care home and construction of a vehicular access, car parking, landscaped gardens, refuse and recycling facilities.
It was proposed, seconded and resolved to submit a request for a written hearing to the Planning Inspectorate as the issue was considered to warrant a hearing rather than being a paper exercise. Cllr Watts had already drafted a response which would be circulated to Councillors to comment on. The deadline was set as Thursday 23rd July for any comments to be returned to Cllr Watts.
